Dans le cadre de sa participation au projet Rail Baltica, infrastructure ferroviaire majeure reliant les États baltes au réseau européen, le Groupe NGE renforce ses équipes et recrute un.e Directeur.rice Matériel et Logistique poste basé à Tallinn.
Rattaché(e) à la direction construction de l’Alliance, vous prenez en charge le pilotage global des activités logistiques, matériel et équipements TP, afin de garantir un approvisionnement fluide, sécurisé et performant au service de la production.
Vous jouez un rôle clé dans la coordination entre la planification, les achats et les opérations terrain, avec pour objectif d’assurer la continuité des travaux, d’optimiser les coûts et de respecter les exigences HSE et environnementales du projet.
A ce titre vous avez pour responsabilités principales
Élaborer et déployer le Plan Logistique et Gestion du Matériel de l’Alliance.
Coordonner les flux logistiques sur l’ensemble des sections du projet.
Gérer les zones de stockage, bases vie, accès chantier, transports et autorisations.
Superviser le suivi des approvisionnements, des stocks et de l’utilisation des engins.
Piloter les opérations de transport lourd, levage et logistique hors site.
Mettre à jour les registres matériaux et les indicateurs d’utilisation des ressources.
Contribuer à la performance fournisseurs et aux contrats logistiques.
Déployer des solutions de gestion des déchets, recyclage et logistique inverse.
Animer les réunions de coordination logistique avec les équipes projets et partenaires.
Identifier des leviers d’amélioration continue et de création de valeur (TVD).

Vous travaillez en étroite collaboration avec :
Les équipes Travaux, Méthodes et Planification,
Les équipes Achats, HSE, Environnement et Contrôle de projet,
Les représentants du client et les autorités locales,
Les sous-traitants, transporteurs et fournisseurs.&lt;br /&gt;&lt;br /&gt;
Vous justifiez d’une expérience confirmée sur des missions équivalentes en contexte de projets d’infrastructures majeures.
Vous maîtrisez les séquences travaux, la gestion des engins et l’organisation des flux chantier, ainsi que les réglementations transport et accès site.

Mission principale

Responsabilités
1. Suivi des Contrats
Rédiger, analyser et négocier les contrats (marchés publics et privés, sous-traitance, groupements, conventions).

2. Suivi juridique des projets
Assurer l’accompagnement juridique des projets à toutes les phases (appel d’offres, exécution, clôture).

3. Gestion des risques &amp; réclamations
Identifier, anticiper et suivre les risques contractuels. 
Gérer les réclamations et les précontentieux en lien avec les chantiers. 
4. Contentieux &amp; assurances
Piloter les contentieux en coordination avec les cabinets d’avocats. 
Superviser les assurances chantier (RC, RC décennale, Tous Risques Chantier) et gérer les sinistres. 
5. Conseil &amp; conformité
Conseiller les équipes opérationnelles (travaux, projets, achats). 
Veiller à la conformité réglementaire et assurer une veille juridique.&lt;br /&gt;&lt;br /&gt;
Profil recherché
*Bac+5 (Master) en Droit.

*Expérience de 5 à 8 ans en cabinet d’avocats et/ou en entreprise, idéalement dans le secteur du BTP.

*Bonne maîtrise du droit des contrats et des marchés publics.  
*Très bon niveau en français et en anglais à l'écrit comme à l'orale
*Expérience en assurances et gestion des sinistres appréciée.&lt;br /&gt;

Contract Administration 
Administer and monitor project contracts in accordance with contractual obligations and project requirements.

Maintain proper records of contractual documents, notices, and communications. 

Contractual Correspondence

Follow up on pending contractual matters and maintain correspondence registers. 
Coordinate with technical, planning, procurement, and site teams for supporting documents and substantiation. 

Claims &amp; Dispute Management 
Prepare, evaluate, and manage Extension of Time (EOT) claims, disruption claims, prolongation claims, and additional cost claims. 
Analyze project events and assess contractual entitlement. 
Prepare claim notices, detailed particulars, and supporting documentation. 
Assist management in dispute avoidance and dispute resolution processes. 
Coordinate with legal advisors when required. 

Variations &amp; Change Management 
Manage variation orders, change requests, and additional work instructions. 
Evaluate contractual and commercial impact of project changes. 
Prepare and negotiate variation submissions with Clients and Engineers. 
Track approval status and ensure proper commercial recovery. 

Subcontractor Management 
Draft, review, and administer subcontract agreements. 
Ensure subcontract terms are aligned with main contract obligations. 
Monitor subcontractor compliance with contractual requirements. 
Evaluate subcontractor claims, variations, and payment-related issues. 
Support project teams in subcontractor negotiations and dispute resolution. 

Commercial &amp; Risk Support 
Support project commercial performance and cost recovery. 
Identify potential commercial opportunities and risks. 
Participate in project progress meetings and contractual discussions. 
Provide contractual advice to project management and operational teams. 
Assist in preparation of management reports and contractual dashboards. 

Compliance &amp; Governance 
Ensure compliance with Egyptian laws, contractual procedures, and company policies. Maintain confidentiality of contractual and commercial information. 
Support implementation of document control and contractual governance procedures. 

Job Requirements
