- Proficiency in QHSE standards and risks related to the construction industry.
- Mastery of quality management systems.
- Railway operational safety, possession planning, and worksite protection.
- HSE risk management for trackwork: welding, stressing, tamping, ballasting, lifting.

And responsible for the following:
- Deployment of Group / TSO Health and Safety Objectives and Policy
- Ensures full alignment with TSO Group QSE Policy, cascading all policies to site management and subcontractors.
- Leads by example, demonstrating impeccable adherence to Life-Saving Rules, Safe Work Procedures, and Protection Rules.
- Ensures hazards related to trackwork, rail access, on-track plant, welding, grinding, stressing, and material handling are fully controlled.
- Oversees implementation of the Performance Improvement Plan (PIP) related to HSE safety KPIs.
- Ensures environmental compliance across track activities (ballast movement, waste, hazardous materials, spill control).
- Follow daily Trackwork Safety Briefings, including risks of planned work, possession constraints, and safe separation from moving trains or machinery.
- Follow HSE induction training for newly hired people on the projects and ensure that the daily briefing and HSE toolbox meeting are conducted and understood by the teams.
- Perform regular walk-through inspections focusing on track access points
- On-track machinery (Tamping Machine, Ballast Regulator, Rail Saw, Welder units).
- Red Zone / Danger Zone controls plant operator compliance
- Emergency equipment (fire extinguishers, emergency telephone, egress routes)
- Validate Daily Checklist completed via tablets (or rugged devices) for all machinery.
- Monitor operators of on-track equipment for competency, fatigue, rule-compliance, and safety discipline.
- Lead compliance verification of track protection setups: detonators, red flags, STOP boards, Track Safety Lookouts.
- Ensure Lone Worker, Night Shift, and Possession Safety measures are implemented.
- Review machine logs, brake tests, engine condition, and maintenance communications.
- Immediately intervene and suspend work when required by risk level.
- Monitors regulatory and railway authority updates and develop action plans to ensure compliance.
- Implements ISO 45001, 14001, and 9001 requirements within trackwork scope.
- Organizes internal audits on railway safety, machinery compliance, PPE, lifting, welding, and confined space.
- Ensures immediate corrective actions + medium/long-term preventive measures.
- Maintains the project incident register and updates dashboards weekly.
