The Project Controls Coordinator is responsible for accurately estimating the cost of the scope of work, programs, etc. This involves analyzing project requirements, specifications, and scope to identify all relevant cost elements, such as labor, materials, equipment, subcontractor services, overheads, and contingencies.
The successful candidate will report directly to the Project Manager. They will be responsible for, but are not limited to, the following activities:
1. Ensures compliance with the Quality, Health, Safety and Environment (QHSE) guidelines of the Group.
2. Acts as an expert, either wholy or partially owning the process:
- Preparation and pricing of contracts.
- Support the bid team and work with the design and delivery teams to ensure costs savings are successfully delivered.
- Planning, delivering and managing all pricing activities to generate RFP, pricing sheets and financial models and frameworks for works, goods and services contracts. Including prequalification, tender and negotiation of quotations and contact award recommendations using procurement processes and systems.
- To participate in Financial working groups with partners to evaluate and optimise tender pricing.
3. Prepares and maintains a directory of supplies, contractors and subcontractors:
- To develop and maintain positive collaborative relations with customers, suppliers and between key functions and achieve high levels of customer satisfaction.
- To promote cross-functional strategic analysis and decision making and total cost of ownership principles, taking account of business-wide demand and supply forecasts.
- Develop and implement effective category, contracting and supplier strategies that mitigate supply market risks and reduce the cost of procured materials and services, in accordance with the governance process and applying fact-based principles based upon rigorous demand and supply analysis.
- To maintain an appropriate supplier base.
- To implement appropriate controls and audit regimes that enable compliance with company procurement and supply chain policies and procedures.
- To make decisions based on ‘value for money’ on ‘a whole life cost basis,’ encompass sustainable solutions, remove unnecessary waste without loss of function, eliminate process redundancies, challenge specifications, consolidate volumes and standardise processes.
4. Oversees the project planning:
- Identify productivity rates.
- Develop detailed project plans, including work phases, milestones, required resources, and schedules, in collaboration with project managers and technical teams.
- Ensure the coherence and integration of project plans with the company's strategic objectives.
- Coordinate resource allocation based on project priorities and availability, ensuring the optimization of resource utilization.
- Identify subcontracting needs and coordinate with the procurement department for subcontractor selection and management.
For this position, the ideal candidate should have the following skills, experience and knowledge:
Essential:
- BSc in engineering or similar discipline
- Proven track record in the delivery of Infrastructure, Railway tender for construction projects
- 10+ years working experience in the construction field of full strategic procurement process, including sourcing and tendering
- Bidding experience
- Strong Excel competences
Desirable:
- Strong ability to work in a team and liaise with staff on the project.
- Knowledge of a pricing software tool -CSS Candy, others
- Knowledge of local GTA market supply chain
- An ability to translate delivery and organisational requirements into clear contractual terms and specifications.
- A proven experience in the compilation, negotiation and ongoing management of contracts
- Excellent interpersonal, influential, communication and organisational skills
